This guide is a public, customer-facing reference for NASA SEWP VI customers and authorized ordering offices. It explains how to seek an SBS quotation, obtain product and service support, and escalate a problematic order. It does not replace the executed contract, the current NASA SEWP procedures, or agency-specific ordering requirements.

NASA SEWP VI and Fair Opportunity

A.1.13 FAIR OPPORTUNITY AND REQUESTS FOR QUOTES

NASA SEWP VI is a multi-award Government-Wide Acquisition Contract (GWAC). The following is the complete controlled excerpt of A.1.13, Fair Opportunity and Requests for Quotes, reproduced for customer reference. The executed contract and current NASA SEWP guidance remain controlling.

Order-Level Fair Opportunity

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office.

Marketing Restriction

The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users.

Market Research (RFI) Items Not Yet on Contract

If the Government issues a Request For Information (RFI) as part of market research, the Contractor may provide items not yet listed on their SEWP contract as part of a market research quote if:

  1. all such items are clearly marked as not yet available on their SEWP contract; and

  2. the contractor submits a technology refreshment request to add those products to their contract

Responding to RFQs and Market Research Requests

If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be the no greater than the price in Attachment F SEWP database of record at the time the quote is issued. If the Contractor has insufficient items on their contract to fully respond to the Formal RFQ, the Contractor must respond with a No Bid.

Partial Quotes

Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to all requirements specified in the RFQ.

Quote Validity

When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid. The contractor shall honor any order submitted within the stated time period of a quote.

Responding via the NASA SEWP RFQ System

When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).

Restrictions on Use of Government Information

Contract Holders are prohibited from using Government information posted on the NASA SEWP Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP requirements. This includes Contract Holders providing third parties with SEWP information and requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ on-line quoting system.

How to obtain an SBS SEWP VI quote

Use the following quotation process for all SBS products and services.

Do not send classified or sensitive requirement details through an unapproved method.

  1. Prepare a complete requirement. Identify the agency, desired products or services, quantities, technical requirements, delivery or performance location, required delivery date or period of performance, and quote due date.

  2. Submit the request through the current NASA SEWP process. Use the NASA SEWP RFQ / QRT process for the normal customer path. For a sensitive or classified request, use the agency-approved secure method and follow the agency's instructions.

  3. Contact SBS for assistance when needed. Use the approved public sales contact shown for process assistance, clarification, or product and service questions. Do not treat this guide as authorization to bypass an agency's ordering or security procedures.

  4. Review the quote. Confirm the quoted items or services, quantities, pricing, terms, delivery or performance commitment, and quote validity period before issuing an order.

  5. Issue the order using agency and SEWP procedures. Issue the order in accordance with your agency's procurement process and the current NASA SEWP instructions. The applicable quote and order terms govern the transaction.

Troubleshoot a problematic order

Use this escalation path when an order has a delivery, product, service, documentation, or other performance issue that is not resolved through the initial support channel.

  1. Collect the key order information. Have the SEWP order number, agency, purchase order or delivery-order reference, affected item or service, quantity, dates, current status, and a concise description of the issue ready.

  2. Use the appropriate first-line support channel. For product, warranty, software, or technical issues, first use the applicable approved support contact and the relevant order or manufacturer terms.

  3. Protect sensitive information. Do not transmit classified or sensitive requirement details, credentials, or protected data through an unapproved email, portal, or file-sharing method.

  4. Escalate unresolved order issues to the SBS SEWP VI Program Manager. For a problematic order that remains unresolved, contact Ken Ogden and provide the order information and the actions already taken.
